Waiver Return on Investment Research Project
The purpose of this research is to assess and articulate the tangible and intangible returns of the NOW/COMP waivers to Georgia’s economy and public systems. This Request for Proposals will be governed by the following Schedule of Events:

Scope of Work
Quantifying the Return on Investment (ROI) of Georgia’s NOW/COMP Medicaid Waivers
The New Options Waiver (NOW) and the Comprehensive Supports Waiver Program (COMP) are essential components of Georgia’s Medicaid program, providing individuals with intellectual and developmental disabilities (I/DD) access to community-based services and supports. While these waivers represent a significant investment of public dollars, the economic, social, and health-related returns to the state of Georgia remain underexplored and under-quantified. The purpose of this research is to assess and articulate the tangible and intangible returns of the NOW/COMP waivers to Georgia’s economy and public systems. By assigning monetary values to measurable impacts—such as increased employment, reduced caregiving burden, and decreased reliance on institutional or emergency health services—this project will equip advocates and policymakers with data to inform investment in waiver programs. The selected vendor will:
Quantify the Economic ROI
Determine how the distribution of NOW/COMP waivers contributes to Georgia’s economy, using metrics such as workforce participation, tax contributions, and cost savings in healthcare, education, and emergency systems.
Estimate Financial Impact of Intangible Benefits
- Parents and caregivers re-entering the workforce
- Individuals with I/DD participating in the workforce, including supported employment, customized employment, and entrepreneurship
- Reduced reliance on benefits such as SNAP, SSI, SSDI, energy assistance
- Reduction in hospitalizations, emergency room use, or institutional care
- Decreased reliance on crisis services or homelessness systems
- Reduced reliance on waiver funding over time.
Develop a Clear ROI Model
Create a replicable methodology that estimates ROI based on both individual- and system-level impacts, using Georgia-specific data.
Generate Advocacy-Ready Materials
Produce a research report and accompanying policy brief(s) that translate findings into actionable insights for state legislators, budget officials, and the public.

Housing Project
The goal of the Housing Project is to define a housing approach for disability-forward housing in Georgia that would meet the goal of creating accessible and inclusive housing for people with IDD.

Scope of Work
The Georgia Council on Developmental Disabilities (GCDD) is seeking proposals from qualified individuals and/or organizations to form a task force that creates a work plan for implementing specific policy goals and recommendations for the Second Phase of the Housing Project.
Georgians with IDD and their caregivers are struggling to afford housing and living situations that fully meet their needs and preferences. The gap between currently available housing and what is needed puts Georgians with IDD at risk of poorer health, reduced independence and freedom, and financial stress.
Disability-forward housing policy requires changes that are affordable, inclusive, and accessible. The selected contractor will form a task force to develop a work plan and timeline for the implementation of these three policy goals:
- Affordability: make housing more financially accessible for individuals with disabilities
- Accessibility: improve the physical accessibility of housing across Georgia
- Inclusivity: foster inclusive communities as defined in the DD Act: The acceptance and encouragement of the presence and participation of individuals with developmental disabilities, by individuals without disabilities, in social, educational, work and community activities, that enables individuals with developmental disabilities to:
- have friendships and relationships with individuals and families of their own choice;
- live in homes close to community resources, with regular contact with individuals without disabilities in their communities;
- enjoy full access to and active participation in the same community activities and types of employment as individuals without disabilities; and
- take full advantage of their integration into the same community resources as individuals without disabilities, living, learning, working, and enjoying life in regular contact with individuals without disabilities.
